CIVIL RIGHTS:

Individual rights are guaranteed by constitutional and statutory law.  The basic rights we enjoy as Americans are set forth in the United States Constitution and the United States Code.  These rights are essentially the minimum rights we are guaranteed.  Each state is free to grant additional rights to its citizens or inhabitants, but no state may infringe on federal rights.  Civil rights cases are often brought against local or state governmental entities and officers for having violated these basic rights.  Such cases may be brought against anyone having violated these basic rights, not just government entities or officers.
